This sounds like a bad idea. The carriers would have no incentive to compete against each other if they are all essentially using the same network.
I think some TMUS, AWS, and Sprint and certainly regional carrier customers would be interested in being able to enjoy VZW's more robustly developed LTE network. After all, I'm quite sure that there will be roaming charges...which provides incentive to expand. Avoiding paying roaming charges is also an incentive for a carrier as well as prioritized service. There's always a way to monetize
