Since I failed with Fusion + Sequoia, I am now trying to create a VM using VirtualBox on a 2023 MBP. I have tried several different ISO files and they all fail in the same way. I have followed the instructions found on a number of web sites. They are similar, and they all fail. After I press START, the newly created VM attempts to boot but stops at a shell prompt. Here is a screenshot:

One thing I have noticed is that the OS Type is "Unknown / Other / Arm (64-bit)". I had no choice but to use these settings. There is no way to specify macOS.
 
You might try another virtualizer. Here is one I think works:

Agreed. Viable is very nice. I use VirtualBuddy which is similar because I like the new VM setup process a bit better than the way Viable does it. https://github.com/insidegui/VirtualBuddy
