Unlocks are rare, especially now that Apple sells unlocked phones and AT&T will unlock them in certain circumstances.

There most likely won't ever be another software unlock again. The SAM exploit was the closest thing we will get. The Dev Team is not about cutting from Apple's profits- that's why they don't charge for jailbreaks and also why they will not develop another unlock following the 1.59.00 baseband one.
