Now what with first generation iphone?

So I recently got the new iphone 3G. I now have the edge iphone and was planning on giving that to my little sister. Shes under a contract with at&t with my parents. I'm sure they don't want to pay for her to have a data plan. Can she still use my first generation iphone and not pay for the data plan? What would i need to do to make sure she doesnt get charged for data?
