Nsurisessiond on limited broadband

I am on satellite broadband with limited data (150G) per month. I stopped the icloud, but had to go into terminal to stop nsuriessiond. How can find out what is the cause of the large data use by nsuriessiond? Would it be great if Mac offered setting for when using limited data such as from cell phone or stallite. I had Mac since the Mac classic, but windows 10 is starting to look very attactive for my next laptop. Apple needs to realise not everyone is on unlimited data plan.
