At some point after updating to tvOS 13, I noticed that a blank user showed up in fast user switching. I went to Settings and it will allow me to briefly switch to this blank entry where it will say user “null” and immediately switch back to a valid account. Not sure how this entry got there but it wasn’t there when I originally updated and isn’t on any of my other Apple TV’s. I’ve already restarted and pulled the plug which didn’t help and actually removed valid user accounts on my ATV. Not really worth the effort to restore over this but wow is tvOS/iOS 13 buggy.

I didn’t solve this. I’m waiting for an update to tvOS hoping the bug will be resolved after updating. A restore would likely solve the problem however since it happened about a week ago it was not related to upgrading to tvOS 13 but happened sometime afterwards while I was on vacation and not even using this Apple TV.
 
A similar thing happened to me in the past two weeks. We have 4 ATVs in the house (2 4K and 2 HD), all on TV OS13 and it's only happened on one of the 4Ks. My situation is a little different as it's not adding the null account, but changing my main account to null (we only have 1 account). Hopefully will be fixed soon as when it goes null, my apps sign themselves out, which is a pain.
 
I went into the home app and turn off show on that Apple TV waited a few minute and turn it back on. The Null account went away. hopefully it will stay that way. we shall see

I had tried that initially with all of the members in my Apple home but it didn’t resolve the issue. tVOS 13.2 just came out so I’ll see if uodatinf to that works.
