A couple of questions about NVME:-

If you run an NVME drive at 900MB/s instead of, say 3500MB/s will it run cooler and will it draw less power?

Will the NVME draw more power when writing than reading or will it be the same.

Writing will draw more power than reading.
Writing or reading will draw more power than idling.
Reading or writing at 900 MB/s instead of 3,500 MB/s will have a minor yet negligible effect on power consumption and thus heat emissions.

What exactly is it that you're trying to figure out?

For now I am using a wd 750 NVME in a cheap USB 3.1 enclosure. Its not the greatest for heat dissipation. I am mainly going to use this as a data drive for Photos/Video clips. As the drive will be only be running at 900 MB/s I thought I might get lower thermals at this lower speed. If not I may get a more substantial enclosure.

Don't obsess over it. The drive will throttle if necessary to avoid overheating, but it most likely won't do so anyway during normal day-to-day use. You will need to put it under a lot of stress for significant amounts of time to get anywhere near critical temperatures that will cause throttling. As with most things on the internet the entire NVMe drives overheating issue is blown way out of proportion.
