Occasional mouse + scrolling stutters

This may be a ProMotion issue, but I am seeing occasional stutters and "skipped frames" when moving the mouse or sometimes scrolling. Almost like the screen is stuck at a low refresh rate for a split second. I have noticed this on my iPhone 14 Pro Max as well - when quickly unlocking the device, it seems like the device is stuck at a very low refresh rate.

Anyone else noticing this or anything similar? I am on a 14" M2 Pro.
 
Anyone else noticing this at all? Where mouse or scrolling seems to freeze for a couple of frames, a fraction of a second. Reinstall didn't fix.
