I always say NO and don't see any problem. Wondering if Google wants to track me with this option. Is there any way to turn this prompt off so I never see it again? I've notice with the latest Venture 13 software, my MacBook Pro occasionally locks up like Windows used to do and probably still does. When this happens I can't get to Force Quit.
 
Do you have a gmail account configured in the Internet Accounts section of System Settings? That can trigger a login prompt, especially when using Mail.

Windows never hangs on me; my Mac does. Also, Window's ctl-alt-delete can be counted on much more than MacOS' cmd-alt-escape.

Like you, I've certainly been in situations that the Macs force quit just doesn't work (the dialog doesn't show). Sometimes when that happens, I manage to get a terminal open and try to reboot from there. That also doesn't work. So, it's usually not just the force quit window that's not showing; something more systemic is stuck.
