Odd Window Manager behavior

So for about the past month, any time I open an application in any way, through finder, double clicking a dock that opens it or opening it directly in Finder, the window for it comes up behind my currently active window. This is annoying as I then have to click on the application in the dock again to bring it to the front.

Anyone have any idea why it does this?

It happens with all applications but not in a new user account so it must be a hidden system setting.
