How can I open a video that is 99.8% complete. Its such a shame that the video won't open just because of that lousy .2%. So how can I make this file OPEN while leaving out the .2%? I don't care if it skips over a tiny bit of the video.

Depends on the type of file encoding some types you will just be missing the very last part others will not play at all.
It also depends on the file transfer type that was used. Some are linear and others are very random on how the bits are sent.
