Just finished updating to 13 and went right into dark mode, looks real good on my black Xr with the Pitaka. It does feel different as you look at it so the eye strain claim seems true.
 
iOS has been an eye strain for me since iOS 7. Dark mode has helped considerably relieve the eye strain
