When iTunes was still around it was easy to transfer music to my iPhone. Now with all the streaming options it seems its is harder to use an iPhone to play music off line.

I backpack a lot in areas with no cell service, is there a easy way to put a few mp3s on my phone?

Anything that you have in your Music library can be downloaded to your iPhone.

I'm not sure why you feel that it is any different now than it was when using iTunes.

I don’t use Apple Music.

It was very easy to plug in iPhone and drag and drop from iTunes.

OK, but if you no longer have iTunes installed, and you haven't installed Music (which is what iTunes is basically called these days), then how are you managing any music files that you have on your computer?

I don’t. I stream everything Via SiriusXM.

This would strictly be for when I have no cell service. I still have a large library of older mp3s.

Well, if you have a lot of older mp3s, then you must have them stored on your computer, so I don't know why you can't copy them over to your iPhone. Why not simply install Music and use it for this purpose? Or you can probably use other music related apps such as GarageBand or something like that, but the whole purpose of the Music app is to provide a tool to manage your music files. You don't have to subscribe to Apple Music or anything like that in order to use it.
