Offline Siri broken

I can’t get Siri to work offline at all. I realize it has limited capabilities like opening an app, but nothing works without a data connection.

I’m not sure if this is an iOS 16 bug or was preset in iOS 15 but now rearing its ugly head because of iOS 16 data connection issues.

Usually when I’m driving Siri will just say something about not having a connection.

I just tried to test it by turning off turning on airplane mode and turning off Wi-Fi and I get the message “Siri Not Available Connect to Wi-Fi to download data for using Siri without an Internet connection.”. Of course I go back to settings reconnect Wi-Fi and cellular but soon as I turn off the data connections, it goes back to this.

I found an article and it said the steps should ensure that Siri works offline. I did everything in this list and it does not work. Am I missing something or is just another bug and I have to wait on a fix?

1. Open the Settings app on your iPhone.
2. Scroll down and tap Siri & Search.
3. Tap Language.
4. Select English (United States).
5. Go back to the main Siri & Search page.
6. Make sure that the toggle next to Listen for "Hey Siri" is turned on.
7. Tap Siri Responses.
8. Tap the toggle next to the following to ensure they are enabled:

• Always Show Siri Captions
• Always Show Speech
