iPad OK to occasionally pop out my AT&T iPhone4 SIM and place in AT&T iPad3?

Are there rules against this?
AT&T wants $15. for minimum usage of service for the iPad and as long as I have 3GB of service with my iPhone4S (and am barely using 1GB average per month), would AT&T care?
