Ok, What's The Deal With Unlocked Phones?

I want to get an unlocked phone. In the past, sometimes they don't have them available day 1. When I purchased my 5S, it shows on Apple's Website

UNLOCKED Contract Free

For the 6 and 6+ it just shows a T-Mobile contract free phone but its missing he words UNLOCKED.

Anyone have any ideas?

It's the million $ question, and since it's a question every year, you'd think someone in the communications dept. would have the foresight to provide that answer right on the purchase page.
