Old Deleted Photos on 5S Still Accessible on PC

Hello all,

I've tried searching this but haven't come across anything.

We have a 5S on iOS 7 in the family. The Camera Roll shows 120 photos. When plugged in to a computer, though, I can access 202 photos.

Comparing them, we are certain that (at least) many of the extra 82 photos that show up were deleted from the iPhone.

Are there any thoughts as to why this is happening, or how to stop it?
