hi I Recycled one of my old iPhone a few weeks back and I erased the iPhone, but it’s still appearing on my iCloud account today, I have the option to remove the device on my iCloud account however I am just wondering as the phone is still appearing on my iCloud account even though I erased the phone does the company I gave my iPhone to have access to my iCloud account

No, the company does not have access to your iCloud account. Remove the phone.
 
Removing phone from iCloud account should be one of the steps they tell you to do before your sell a device.
If you have different emails for plain iCloud and for purchases use - like some of us old timers before you could really do both with one - you need to go into both and remove the devices
