If you tap ”Edit”, deselect iCloud tabs? But easiest - just don’t force-quit your apps. Serves no purpose.

Yeah that’s what I have resorted to but it does do it occasionally if I simply clear my history. I guess it will just take time for the iCloud cache to refresh … if I remember it’s normally takes about a month before the cache clears not sure though
