Is it possible to transfer data from an older iPhone to a new USB-C-equipped iPhone 15 (nonPro/Pro) via a direct USB-C-to-Lightning-cable connection, when setting up the new device?
 
No idea. Why not just use the transfer process on the new phone. It will ask if you want to transfer during setup.

I don't think it is, but I don't know for sure. Typically, this is done with both devices side by side and on a WiFi connection that the process creates specifically for this.

I connected my 12 & 15 (both Pro Max models) via a cable. It took 2 hours to transfer, so I'm not sure it went any faster than if it had been wireless. I wiped the 15 and re-did it on my Mac Studio with a TB4 cable. That was faster. But maybe 2x-3x as fast. Unfortunately in both cases, I couldn't stick around to time them.
