The other day I decided to fix my old iPhone. I got it all working, and I realized that my old Apple ID was associated with it. The ID's email changed, so the old one is registered. It won't take my old or my new password, so I have no idea what to do. It's an iPhone 4 on iOS 7, so the iCloud web app won't allow me to remove it.

If you dont know the password then you will not be able to remove it out of icloud.
You can try resetting the password if you have access to that email or contact Apple for help.
I know what the old password is, but Apple's servers don't recognize the old email anymore...
[doublepost=1452986435][/doublepost]What happened was in June of 2015, my development switched from DirecPath to Comcast, so all of our emails did too. The old email was direcpath, the new is a comcast. This phone hasn't been used since March of 2015, and direcpath cancelled the email in August. So the email can't be accessed, and I have no idea what to do

call apple technical support.

do you still have the receipt in your email? you can use that to prove ownership

I bought the phone off eBay a while ago.... Using the deleted email...
However another email that I have is on the old account, will that be enough verification? Address? Phone Number?
[doublepost=1452986709][/doublepost]The issue is that the old email was overridden by the new one, and the phone thinks the old email doesn't exist, and the new or old password won't work

That's why I would never use an email address from my cable company

If you call Apple Care - Account Support they will attempt to resolve the issue. If needed they will pass your call to Account Security and they can see more details about your account then normal support staff would.

Will the fact that the phone is Jailbroken make Apple support not comply?
Probably only if you bring the issue up.

They can't see your phone to know.

Are you trying to enter this after a restore, or are you trying to login to iCloud/App store from within the Settings app?

No.
They cannot tell over the phone that the device is JB and a JB has nothing to do with icloud support.
That's what I thought, never called apple support before, always able to resolve things on my own! And Erik, I am trying to remove the old account and use the new one

Have you logged out everywhere that requires your Apple ID?

Is two step verification on?

If I go and try to sign in on Apple's website, it says "Account Locked for security reasons"... That's is for the old email
What I mean is, on the phone.

Are you logged out of iCloud? Logged out of the app store? Logged out of iTunes? Logged out of Find My iPhone?

You can have more than one email registered to your Apple ID (I do) but only one primary. It's the primary you changed and trying to log in at the actual iCloud site under the old one would result in the error you mention.

Thats the thing, when it asks for the password to sign out of iCloud, it won't take it. I have signed out of everything but iCloud
