Adding to my joy after my computer was stolen, I'm trying to get Parallels with Windows 10 back working so I can do some learning with ArcGIS.

I thought I had everything back to usual. I don't think I had backed up my computer, but I had the important documents from my desktop and Documents folder backed up on iCloud. So I've been reinstalling some software. Got the latest Parallels on here and told it to install Windows. I noticed that it said Windows hadn't been activated, so I grabbed my code and tried to activate it.

Well, that didn't work. The other machine obviously is still activated. About every bit of info I found on how to install Windows on a new computer involved either the OEM versions that can't be moved (that's so stupid but also not my problem) and scenarios in which I have access to the old computer.

Is there a damn way to kill the license being attached to my now-stolen computer and to get it for use on this one?
 
If your windows is windows 10 with digital license, migrating to a new machine should not be a problem. If not, maybe you try to call Microsoft and see if you are lucky enough to transfer your license over.
The worst case scenario would be buying a new license from windows store or something similar.

Definitely contact Microsoft.
