Old message notifications after power on?

After updating to iOS 11.1,x, one of my iPhones started showing notifications for several dozen really ancient messages every time after powering it on, even with the iPhone in Airplane mode. Stopped after about 30 seconds.

Is this a new behavior with iOS 11? Or is there an older thread reporting this problem for earlier iOS versions, and/or any potential solutions?

I’ve had the same issue since first beta. I’ve reported it in every update, but it’s still there.
