Older iPad bluetooth or USB receiver mouse

I have a Logitech Pebble I use with a Mini 4 and since the 13.4 update it's darn near unusable. Very very jerky and scrolling is a pain (also tried it with Logi MX anywhere, same result).

Has anyone else experiencing this with older iPad and also is anyone using a USB receiver mouse system?

I just watched a video of a guy using a Logi k400 plus and it looked silky smooth and it was with a USB receiver so just wondering...
