On Accessing iTunes Library from External Backup

How can I access my iTunes Library from a backup image on my external hard drive? iMac>Time Machine

Currently on a MBA, I don't want to import everything, just want to access it to load music on my new iPhone.

That's not how Time Machine works. You won't be able to just use that library to sync with the iPhone. It's locked while it's on the Time Machine drive to protect the integrity of the backups, so it won't function for that purpose.
