I thought this meant I would be able to access the app store where ever I am
 
You may access the App Store whether you're on 3G or WiFi. Was that your question? Perhaps you should be more clear...
 
You have free unlimited access to the AT&T wifi hotspots near you. Otherwise, you can still access the app store over the air, with some restrictions on downloading larger applications.
 
I think the OP means that he has been given unlimited WiFi. In the UK we are given unlimited access to the The Cloud which is available at a large variety of well known restaurants/ shops etc.

No username or password required. You simply connect to the att network where you are and it takes care of the rest.
