Can i just download the iOS 6.2 6.3 etc without paying 10 US$ again? Same with upcoming iOS software like iOS 7 8 9 etc as well?

Are you talking about the $100 for a developer account? If so, you can download as many as are released in a year before you have to pay again.
Conversely, if it wasn't a typo and OP does means $10US then I assume he's talking about a third party activation service and Apple's policies won't apply. If I'm correct he'll need to check with that provider.
Nono. Apple even approves this way, Half of everyone who paid for it this was even say so. It's NOT third party.

You may not want to hear it, but he's right - Apple are certainly not ok with people selling slots and have taken action against people doing so in the past. This has included closing the developers account. If this happens, anyone who has paid for a slot will no longer have their udid registered and will effectively have lost their $10 or whatever they paid
