Hi,

Does anyone have an idea on how to set up a Mac Pro for 2 users but each user to have access to their own external HDD?
Are we looking at a NAS or a DAS with an extension of permissions?
Hard to keep privacy when you External Hard Drive is not portable...

Any Ideas?

You can enforce user access on external drives, but with an admin account, you can also disable this feature by unchecking a box in system preferences, IIRC.
 
You could setup two, encrypted partitions on the external so that each user would need to unlock the encrypted volume to access files.
 
The only thing I can think of is encryption, with each user only knowing their specific password. Any other solution (save for a dedicated encrypted NAS with built-in user management) is easily bypassable.
 
If it's two separate HDDs, you can have them both encrypted with Disk Utility and each user account can automatically unlock the respective HDD if you choose to save the password to the system Keychain.
