It seemed to me that every Xserve I saw had a yellow light flashing (alternating between flashing and off).
The advice was to check the Server Monitor to see what the cause was. But that was a problem itself, that was resolved when I read that Server Monitor should be configured with the loopback address (127.0.0.1) rather than the IP address of either port (although, the LOM port is supposed to work, too). That and using VNC from another Mac got me there.
In this case it seemed that the Monitor didn't like the fact that I had 2 power supplies in situ but was powering only one. From its point of view that was a failure of the mains voltage and worthy of an alarm. I removed the "off" power supply and the flashing stopped.
Now I have only one Xserve with a yellow flashing light and that was down to the +5V sitting at +8V or so.
Swapping power supplies fixed that but now I don't have enough for a pair in every Xserve.

Baby steps, I know. But learning by discovery is about the only way available with unsupported gear.
