One way update of Work Contacts

So my group has a list of common contacts that we need to keep track of. We used to use gmail contacts and sync them to individual iOS devices, but as not everyone was careful about adding contacts their personal contacts would often end up on the group list.
I am wondering if there is a way to have only one-way downloading of work contacts on a central list - exchange/gmail/etc. that people could on the device which would update if the central list updates, but not allow updating from the phone itself.
