I was looking for a (free) simple form builder that will generate HTML code that I can insert into a web page.

There seems to be a lot of options. Any recommendations? No ad-supported forms.

And while we're at it, something possibly multilingual would be great :p.

The one that I like best that is multilingual is mycontactform.com, lots of possiblities for modifications a great form, also allows security. But anthing free will have some publicity that is how they make it. You have to pay to take the commercial off.

There are plenty of free, non-commercial software, and I'm hoping to find a decent tool.

Is it just the HTML you need generated, or the PHP (or some server side code) to back it up with? People here could whip you up some HTML if you give your requirements for them form.

I second that.
