Why does iDVD only let me burn 60 minutes on the highest quality setting (single layer DVD-R) if all of the DVD's that are sold say "120 minutes" right on the front?

This is a limit of iDVD, not of the DVDs that you are purchasing. It's just a limitation on the amount of encoding it can handle.
 
So, can iDVD deliver a 120 minute video on a dual layer DVD-R at full quality?
