Only downloads files to download folder

Previously, I could select which folder to download a file to; either Safari or Transmission.
Now it still gives the option, but then goes ahead and downloads the file to the download folder.
I usually download to a Synology NAS using DSM version 6.2.2

Any ideas why this happens? There is no problem moving files afterwards to the NAS via the Finder. I wonder if there is a setting for download permissions somewhere that I am missing

You probably need to go into security settings and allow transmission full disk access.
