Only one carrier-locked phone per order?

I just got that message when I tried to order two phones for AT&T, from Apple. I thought the limit was 2.

Sorry, carrier-locked. Edited the thread title to reflect my typo.

I placed my first order for one, then it let me go back and place a 2nd separate order for another.
