Only upload certain photos to photo library?

Is there anyway I can make my iPhone / iPad only upload certain photos to my photo library?

At the moment, any photo in my Camera Roll (including ones I download from iFunny / 9Gag for sharing on WhatsApp) instantly appear on my iPad?

Is there anyway I can be selective on my photos I share? If I buy an Apple TV, i would like to share certain photos from my phone, but not them all?

Is it all or nothing?

If you have iCloud Photo Library on, its all or none on the uploads.
