I am not sure what's the issue, everything except youtube (or maybe even google) is running just fine.
There is a lot of buffering on youtube, I tried a youtube downloader (Folx 5 Pro) as well, there I am getting a constant speed of 131.07 KBps. I have tried resetting the router, renewing DHCP license in TCP/IP settings but nothing is working. Any help would be highly appreciated.
 
Make a temporary user account or use the guest account, and see if things improve. Do you have a different computer or a phone to test things?

Otherwise your internet provider could be shaping your YouTube traffic. There is a YouTube page (https://www.google.com/get/videoqualityreport/) where they show how well other people stream YouTube in your area.
 
Thank you for your reply. I just created a guest account, and it seems to work fine there. How can I fix it on my main account ?

Did you install anything that touches networking? Nothing by default filters your Internet, you need to install something first. I can't think of an app that accidently does this, only ones that do it deliberately.

Either remove the app that filters your Internet or make a new account and copy over your home directory with your files. Most if not all apps should stay, but your settings might be reset.
