I assume you are referring to the delay when long pressing on a link. Yes it is irritating and I reported it during the beta hoping they would fine tune it. The delay is even longer when Safari is in mobile view when multitasking (slide over / split screen).

If you long press on a link and then release finger as soon as the link expands for drag and drop the menu pops up quicker. I have now got into the habit of doing this.

Also another option is to tap the link with two fingers which opens the link in a new tab in the background.

Thirdly you can drag a link to the + tab button (or on top of another tab to replace it) but this method is not as efficient.
