Is there an opensource (or freeware?) text editor that does:

  • Syntax highlighting for HTML inside PHP code.
  • UTF-8.
  • Re-indent. (Like in Xcode.)
  • Use X spaces for tabs.
  • Soft guideline for X characters width.
 
X-Code

You could actually try using Apple's X-Code. It's free and does code-highlighting and is pretty feature-packed.
 
Fraise (was Smultron) is another option that has some nice features.

I've used Smultron for a while and like it. I had no idea they changed the name to Fraise (possibly the only name worse than Smultron). I'll have to try that and look into the others mentioned as well, as I'm always on the lookout for a good (free) text editor.
 
there is a lot of open text editor in web designing and web development area but mainly and frequently used open text editor is bluefish open text editor. through this open text editor you can easily developed your application
