Open window into stage in Stage Manager?

For the most part, I like the concept of Stage Manager. One hangup I have is that I often pop open a Finder window to grab a file to drag into emails or other apps. I haven't found a way to open a window or different app into the active app set/stage. Is there a way to do this?
