"Open with" menu not showing Photos

I used to be able to open desktop photos with Photos via the 'open with' menu. However, I have had a problem with it not opening because I had some Parallels folders remaining. I found and trashed those but now the 'open with' menu does not show Photos. I've googled it but all the threads are over 12 years old. I know I can set individual photos to open on the desktop with the 'open with' menu but I would prefer Photos to be available in the menu. I believe it's possible to enable this via Terminal. Any help would be appreciated.
