Opened .crt file, but no "Profiles" in Settings?

Good day everyone!
Recently I opened a .crt file from the Mail app on my iPhone 4s, it jumps to the Settings App after that. However I don't see the "Profiles" menu under "General"(it should be there though).

How can I get this fixed? Please help it is very important for my project in the works.

Any help/idea is greatly appreciated, thanks!
