iPad Opened my Notes and they were all gone!

I opened my Notes today and was greeted with,

Notes: 0

Shortly afterwards numbers started incrementing.
it’s now up to 48 (out of 217)

This is on an iPad Pro 2 with iOS 13.1 beta 4

Same exact thing happened on my wife’s iPad. She has a separate Apple ID but we share a family plan iCloud account.

After being plugged in for about 10 minutes both devices seem to have reloaded all Notes.


My wife has accumulated 235 Notes. This was on her iPad about 30 seconds after opening her Notes,
