I had this issue in 10.11.6 and unfortunately the upgrade to 10.15.6 did not fix it so I'm posting this here. Whenever I open a folder, that's in the Dock, in Finder (for example using "Open in Finder" in grid view or the equivalent in any other view) it opens the folder in Preview instead, and Preview shows all images/documents in that folder (and apparently subfolders). Does anyone have any idea what's going on and how I can resolve it?
 
I tried what you describe and I could not reproduce the behavor you describe. If you create a new clean user account, login to the new user account, does the same behavor happen in the new user account?

Oh hmm I just tested and this does not happen in an other user account, so this is really good to know. So at least I could re-create my account to fix it but I would be interested to find out what exactly is going on here

Try and see what you have in your user account Login Items, what you have active on the menubar and what is in your user account Library/LaunchAgents. You could use the new user account by adding in things that you use in your user account to see when the behavior happens.
