Wasn't the ability to open a bookmark by holding the command key supposed to be part of Safari? OmniWeb (and Camino, I believe) both have this capability...am I missing something here?

Yes, of course, tabbed browsing is enabled. When I select a bookmark from the bookmark bar and hold the command key, the bookmakr doesn't open in a new tab.

If you have Camino or OmniWeb, try it - your bookmark will open in a new tab.

Yea that works fine but what doesn't work is when I have a drop down Tab menu I can't open one of the tabs in that menu in a new Tab

Make sense :p
