I have downloaded both Mohave and Catalina and have the install ICON in my Application folder but I have not installed the application. when I open the App store and look under purchases I do not see the OS's Catalina and Mohave registered.

I did this for el captin but never installed it and it is registered in the App store. Should I be able to register the download app in the App store?

The Download of an OS is for free(=not purchased) and not related to an AppStore account so there is no registration .
Once downloaded it appears in the application folder and can be used to update the OS or make a bootable installer.

There's only 1 condition necessary to download:
A Mac compatible with the OS you want to download.

If I look at my purchases in the app store I can see back to yosemite so I should be able to go back and install yosemite in the App store. If I don't see the application in the store in the future I cannot load it.

Something has changed or maybe I have to install the OS for it to register but I never did before.

Could be , although the older OS will be considered obsolete in the future and disappear from the AppStore.
TBH I haven't tried , but most likely all OS before El Capitan will not be downloadable anymore.

Not true*
I don't remember for how many years Apple changed this procedure of registration to a much easier one:
The only requirement is a Mac compatible with the OS you want to download.
No registration, no payment etc.

Yes, see above.
No, you don't have to , better said: its imposible to register the OS .

*EDIT: i suppose you mean "see in the store" as listed under purchases.

SO if I wanted to download Mojove and I did not load the OS prior would I be able to get it to install later?

Yes .
As long as the Mac you're using is compatible with the OS you want to download ,no problem at all.
No need to install every OS to download the next OS.

That is not correct. My Mac is capable of receiving the latest OS but if I look for mojave I do not see it in the Apple store

One thing doesnt exclude the other ;)

At the AppStore you see the latest released OS.
To find any OS between El Capitan and Mojave you'll need e.g. google ....

Mojave is here , look at #4 "get Mojave":

BTW: It's recommended to install the latest updated installer, so delete previous versions of the installer or move them to a external HDD, which is disconnected during download and install.
Check if the installer you download is ~6,05 GB if it is less, there's a (part of) previous installer still on your Mac and the installer will not work.

How would I find and install old versions of O.S.? If I install older versions then the O.S. will update itself.

Trying to perform a clean install of High Sierra. When clicking on the High Sierra link in the Apple site linked above, got following message:
"The requested version of macOS is not available."

Found an old clone running Sierra. Was able to upgrade that clone to last version of Sierra, but could not seem to get the App Store to offer a link to High Sierra installer.

Is there a genuine problem with High Sierra link or am I looking in wrong location?

Performing a clean install is not the issue. I have 2 ready to install newer O.S. ready to install, Mohave and catalina.

If I reistall a new operating system then those new updates will be lost.
