I recently noticed that whenever i press option and command it moves my windows,this is extremely annoying when i am in photoshop since those 2 buttons are used for resizing the brushes.Is there a way to change this?

Maybe you have installed Zoom or some other application to resize windows, which has also the feature to move windows. If you are not sure, take a look at the Menu Bar or Activity Monitor (SHOW ALL PROCESSES > sort by PROCESS NAME) and attach .pdf (via Command + P) of the processes listed in Activity Monitor.
 
You can use the
attach.gif
button to attach .zip files of up to 1.14MB, as Mediafire was behaving like utter ***** for me right now.

Anyway, I couldn't find any suspect process. Have you installed any software lately? Could it be the Bamboo, take a look at System Preferences > Bamboo / Pen Tablet.

I found out what it is! Its hyperdock,if you look in the system preferences you can actually see that it gives you such option!
