I upgraded my SL to OS X lion via the app store. Got a new HDD and moved Mac HD contents to my new HDD. However, I cannot seem to have got the Recovery HD to transfer over. What are my options on getting this recovery partition back?

If you use the Lion Recovery Disk Asst and create a USB recovery disk ... then reinstall onto a new HDD ( use disk util to erase new disk will format at GUID ) over the network ( takes a while to download OS lion from apple ) then eventually the process will create a new Lion and also a new recovery HD partition.
The Lion installer will kick in and give you the chance to restore from Time Machine backup after the OS is in place.
