Orange UK Tethering

Has anyone managed to get Orange to add this for nothing yet, I've got two lines with them so pay more than £50 a month as it is.

When I spoke to them they want to charge me £5 for 500mb. I only use about 200mb on my 4S but would probably use more tethered to my iPad 3. Can't see why the iPad shouldn't come under the iPhones quota.
