Lets say in December,
will they come with Tahoe or Sequoia?.
And if it is Tahoe installed will it be possible to downgrade to Sequoia?
I still need to use Firewire equipment.
 
Probably would be preloaded with Sequoia still. (From recent experience, I purchased a CTO custom configured iMac and it was not recently updated, the OS version was at least several months behind).

For macOS you can downgrade; it’s not blocked like it is for iOS and iPadOS. However it requires erasing the OS and reinstalling—easiest methods being using another Mac or create a bootable USB media. You cannot use Internet recovery in macOS Recovery mode though, as this will always use the latest compatible version.

It really depends on when they cut over the manufactoring to Tahoe, and how much inventory is on hand. I'm going to guess that 3 months into Tahoe, the chances of getting Sequoia based mac may be slim.
