Is this possible? Can I order an iTunes gift card online from the Philippines and send to someone somewhere in Belgium? What are the restrictions in terms of ordering and shipping to other countries?

No...I've tried this a couple of times and confirmed that they are country specific. It's annoying, as they make great gifts.
All you can do is try to get hold of a buddy in the country you want the gift to be used in...That's how I do it now.
